Most likely a terms of service violation, so you can lose your game accounts and assets. Possibly illegal if theft of service can be argued. There’s no legal consequences as an individual botter, the only people at risk are bot developers which breach Jagex’s copyright by using their own code/manipulating it. It’s not illegal, as there is now law against using an automated program to play a game for you. And major-macroing, as in, making money out of it. You have minor-macroing, as in, powerbotting, as in, getting xp and not making money out of it. Do you get perma banned for Botting RuneScape? Since most of the time, multiple people are using the same bot, Jagex is already aware of the patterns used by each bot. More primitive bots get banned within minutes of running. The way Jagex detects bots, for the most part, is by reading mouse movements and other behavioral patterns of a character. I know people who have achieved 99 mage by doing so, you just have to be really careful. Obviously you can still get banned for using an auto clicker. If you use an auto clicker or a macro program of any kind you will get permanently banned.
